Clinton beats Hammerschmidt in 1974

What would happen to Clinton's political career if he managed to beat John Paul Hammerschmidt when he ran for a seat in the House of Representatives in 1974? It's not that implausible, 1974 was a strongly anti-Republican and Hammerschmidt was a Nixon supporter. The race was pretty narrow, Hammerschmidt managed to beat Clinton by a 52% to 48% margin. A side-effect could lead to Clinton haveing more experience with Congress.
 
my guess is Bill moves on in 1977, it's a big year for him, he can 1 be appointed to the Senate by Governor David Pryor to take over for John Little McClellan, and then run in 78, this is unlikely because David Pryor wants that seat for himself, #2 he come try and run for the seat in 78 against David Pryor, or #3 after the David Pryor runs for Senate Bill could run for Governor in 1978 as he did in OTL
