Cleveland in 1896

President Grover Cleveland lost the Democratic Party Nomination in 1896 because of how he handled the Pullman strike back in 1894. So I wonder:

. how could Cleveland end the Pullman Strike without using federal troops, thereby most likely winning the party nomination in 1896?
. Could Cleveland win the 1896 election?
. If Cleveland won the election how would that effect the future of presidential precedents?
. How does Cleveland handle the country between 1897-1901?
 
The whole rationale for bringing in federal troops to break up the strike was the fact that it was causing an obstruction of mail delivery by the USPS (seriously), so it was really flimsy to begin with. To avoid the use of federal troops, you'd need a media sympathetic to the strikers in order for the public to not get pissy about lockdown of trains, which IOTL was demanding an end to the strike alongside the corporate heads. Maybe have the strikers avoid publicizing the involvement of anarchist and socialist elements to court public opinion.
 
I imagine that he would be less eager to go to war against Spain, and to annex anything should he get dragged in anyway. Possibly he spins the Philippines off as an American protectorate, and leaves Hawaii independent?
 
Cleveland would not win the nomination or the election. The Panic of 1893 was the second worst Depression the United States ever faced, and Cleveland was more conservative than Hoover.
 
If Cleveland were somehow nominated how well would the Populists do. I think that they would have a chance of at least beating Cleveland, Bryan gettin 42% of the vote, as a Populist and winning would have been very interesting
