Clarence and Cumberland both predecease George IV

I was surprised to see that a search turned nothing out, so here you go:
WI both the Dukes of Clarence (OTL William IV) and Cumberland (OTL Ernst Augustus I of Hanover) had died between 1820 and 1830? Depending on the exact timing, Frederick, Duke of York is either already six feet under or won't last past 1830 (he was born in 1763), as won't Charlotte, Princess Royal (the Dowager Queen of Württemberg - born 1766). So what happens next? Queen Victoria is minor. Who gets the regency? And how does Augustus Frederick, King of Hanover work (OTL he was the Duke of Sussex)?
 
Crap, I just realized I got the Hanoverian succession mixed up, actually OTL's George V of Hanover (born 1819) is the one to become king. Which is no less interesting, since we now have two nations with two different toddler monarchs. Obviously, this begs the question of who's going to be regent.
So, any love for my little scenario?

In England the laws are pretty much that the queen mother (mother of the new king or queen) is regent, with the next male relative as Lord Protector. Ergo, John Conroy would be a VERY happy Irishman, since the reason he implimented the Kensington system was that should George IV or William IV die before Victoria's 18th birthday, the Dowager Duchess of Kent would be reegent. And since the duchess was controlled by her comptroller, HE would be the Eminence Grise.

In Hannover, the Duke of Cambridge was already Viceroy for George and William, so he would probably continue as Regent for George V. Though this might butterfly away Queen Mary, since her mother was married to Teck solely because she was a minor cousin of Victoria. Cambridge's son would also have to marry elsewhere with his father as heir presumptive to Hannover, he might not meet Mrs Fairbrother.

As for marriages, we could go OTL with Victoria marrying Albert and George marrying Marie of Altenburg. OR alternatively, they might marry each other. Or Cambridge may wish to bind himself to London AND Hannover by marrying his daughter, Augusta to George, and his son to Victoria
