Civill Rights Delayed to 1970s

1) Somehow prevent the assassination of JFK. Without the dramatic change in the political situation, Kennedy may have been unable to pass the Civil Rights Act as Johnson did IOTL. It was a difficult enough task for him, a Texas Democrat, and I can't imagine a liberal from Massachusetts would have an easier time getting it done.

2) Johnson isn't able to get it passed, and loses to Barry Goldwater in 1964. I don't know if that would necessarily guarantee it was held up until the 70s, but it gets you closer. This seems even more farfetched than #1 to me, though.
 
I'd agree in saying not having JFK killed would be your best bet. But in holding off the act until the 1970's you're going to get a far more militant civil rights movement, because they are only going to stay patient for so long. And if the militant side of the movement got to where it did in OTL 1968-70 I couldn't imagine how bad it could have gotten in this alternate timeline.

Well, that depepends on how effective JFK can be. I have my doubts that he'd be able to achieve its passage before the 1964 Election, as I said above. But that doesn't mean he couldn't rebound after a successful reelection campaign, and pass it sometime in his second term. However, as @SargentHawk said, as time goes on the movement is going to get more and more militant, and that (to my mind) would have the effect of souring more white Americans on the idea of civil rights. So the longer Kennedy takes, the worse the situation could get.
As to exactly how or when the CRA would be passed, I can't really say. If Kennedy can't get it done in two terms, my guess is it waits until/if Johnson gets elected (presumably in 1968).
