Civil Rights movement stopped.

I recently read an article about the US government's plots against Martin Luther King and how they would have implemented them, but he was assassinated first.

Realistically what could the U.S. government have done if it really wanted to put a stop to the Civil Rights movement. How much damage could thsi have done on either side of the debate?
 
One way that you could heavily damage the Civil Rights movement is by having different Presidents from the ones IOTL, there's already a TL by statichaos where the movement gets stunted by a hostile administration but another idea, which is more interesting in my opinion, could be:-

Indifferent Democrat instead of Truman: Truman fought for civil rights against a powerful segment of his party which meant a boost was given to the movement, if you had a Democratic President who didn't care either way then you could have the status quo and damages done to the group without that boost.

State Rights Republican: Essentially what statichaos' TL goes by but another idea could be one that is firm enough to enforce Supreme Court rulings but soft enough to let things continue for the Dixiecrats.

With that sort of pattern, you could delay the Civil Right's movement from gaining their goals by decades, they would win, eventually, but it would still cause the results to be pushed back towards the late 80s at the most before you reach ASB territory.
