The point is, in a democracy, the power resides where the people resides as they vote for the government they desire...
Actually that isn't true, hence why there is always administrative divisions, whether in a federal state or unitary state. This is why each state in the US get 2 Senators or why Scotland has a devolved government.
 
Actually most vote for the party their parents voted for, who vote for who their grandparents did and so on down the generations. It takes something drastic to break the pattern.

The divisions should reflect where the population lives. If they live in urban areas, there should be more seats there than in a rural area.

There are many theories to explain voting behavior. There is the "mother's milk" theory, with people voting for their parent's choice. There is the party discipline theory - people vote for who represents their views. There is the More Conservative with Age theory. They all have holes in them. In Australia, it is usually a mixture of the Mother's Milk theory and the Party Discipline theory, with a little bit of the More Conservative with Age theory. Australia has blue ribbon seats for for the various parties and it is usually the few swinging seats which decide elections.

That version of Democracy doesn't exist, there are always administrative divisions, to avoid the tyranny of the majority. And to represent all the people.

Democracy doesn't exist? What world do you live in? Democracy exists in numerous countries around the world. People have the right to vote for who they want to form Government. You really are acting very silly, you realise?

Apologies for continuing the derailment but since this is a thread about Churchill it may be appropriate to add two quotes attributed to him:
“The best argument against democracy is a five minute conversation with the average voter”
And
“Democracy is the worst form of government, except for all the others”

Democracy at is heart has some deep and abiding flaws and some inherent weaknesses. It very easily gets influenced by the whims of a section of society with the least understanding of the situation. And there is significant resistance to making nessesary but unpopular measures. There is also a strong basis for Tyranny of the majority. We accept these flaws as they are generally judged to be less than the flaws in other systems. But that does not mean they don’t exist.

Many nations have systems in place that are meant to check these issues somewhat that, for better or worse, make the system less democratic. That is only an inherent flaw if you start with the assumption that maximizing democracy is the end in itself and not a means to maintain and strengthen the nation and it’s people.
