If I recall correctly, the Old Testament never had the concept of the Devil (as enemy/anthesis of God). I know the Torah doesn't have it, and I don't think even Job blames his misfortunes on the Devil. All I remember is the concept of Sheol, the underworld, where both virtuous and sinful people go upon their deaths (I'm not even sure how much it mentioned an afterlife, and I went to a religious high school). The Jewish tradition has Satan, but more in the line of "the adversary" or "evil inclination". Satan isn't really a being who lives in a particular location and is there to intentionally torment people.
This brings up an interesting question: if the idea of the Devil is more developed in Christianity (and perhaps Islam) than in Judaism, what would Christianity (and Islam if it has the concept) be like if the ideas of the Devil and Hell never developed?
