Also hiring (through third and fourth parties!) ex-soldiers, like Germans as Germany was allowed to have only an army of 115.000 men (100.000 army + 15.000 navy), so there were a lot of Germans available.
Maybe even using the contacts to the Mafia to have Murder Inc pay the mexican dictator a visit.
