What's the most likely scenario for the Chinese Empire reforming it's economic policies in the late 19th century and industrializing alongside Japan as anti-Western-Imperialism allies?

Yes, I'm aware that other nations "pulling a Meiji" is getting to be an all too common cliche but I think there is real timeline potential in a truly Pan-Asian alliance against outside imperialism.
 
Mmm. I'm not entirely sure. I think with a POD in the 17th century, I can still see a chinese state that can do so. Aftewards... mmm.

Yet I would say even after the Boxer Rebellion, if Yuan Shikai could've stabilized the situation things might have been much easier.
