China without the 2nd Sino-Japanese War

Let's say that the Japanese army was for whatever reason kept on a shorter leash by Tokyo, which prevents the Marco Polo bridge incident and war between Japan and China (or perhaps things with the USSR get worse?). How does China develop from 1937 on without the war? I'm assuming the German military/economic mission remains in place as there isn't a contradiction between their deals with Japan and China, which can continue even with the war on in Europe until Barbarossa given that IOTL Stalin let the Germans trade with the Japanese via the trans-Siberian RR.
 
man this ASB. japan was planning for decades to do something with China, either coercion- or military-induced colonisation.
