His policies would be rather the same, but since he will have come to power through a coup rather than through an election, he won't be such a darling of the American and European leftists and other governments would be a little more firm when he clamps down on freedom of speech, pushes through laws allowing him to rule by decree and engages in other such thuggish behavior.
Probably he would have been deposed in some days. In 1992 he didn't have enough civilian and militar support to keep the power. And he wouldn't have any ally in South America. All countries were still recovering from the period of dictatorships. A coup in such "old fashion" way would not be accepted.

Surely, we have great probabilities of a venezolan civil war with the second coup more probabilities than with the first.

Nah... CIA would have orchestrated a counter-coup only days after...(if it was like their last coup in 2004 or 2005-cant rememeber correctly-with this guy Pedro Carmona as puppet-President i dont see many chances of success).
