Yes it would be ASB! Luis is a second son, meaning he’s not anywhere good enough for any daughter of Philip and Joanna and he has nothing to offer her. Like her sisters, female Charles would only marry either a king or a king’s heir.
A match with Luis of Beja would be more ASB than a French one. Francis is actually perfectly plausible as prospective husband for female Charles, you just have to kill off Claude of France earlier.

Savoy is also an option, or barring most other options for whatever reason Bavaria to her cousin. Luis of Beja is only really possible as a scandalous love match or if Juan III dies suddenly
