and the Fourth Republic constitution creating a powerful presidency
like OTL the Fifth Republic. with de Gaulle its first president

now will the Fourth Republic evolve ?
will France get the atomic Bomb sooner like in 1955 ?
and early Jet Bombers, MRBM system like Super V-2 (include Satellite and manned flights )

Difficult: the post-war apparatus of state, elected in 1946, was largely controlled by the left (most of them communists, who had won their prominence through the Resistance), and the French left was then a fierce proponent of a parliamentary system, and they feared that De Gaulle would turn into some sort of military dictator. Maybe he founds the RPF earlier and wins the 1946 elections?

Pretty unlikely. In 1945-1946, De Gaulle was a national hero, but he was alone. His constitutional views (as expressed in his famous speach in Bayeux, Normandy, on June 16th, 1946) were not shared by any of the post-war Parties. It's only the collapse of the Fourth Republic in 1958 that gave him the opportunity to impose his views (and even then he had to be careful). He had to wait until 1962 to impose the direct popular election of the President (and he did so by going around the political establishment and by taking liberties with his own Constitution - and to this day there are still disagreements betwen the scholar as to whether the 1962 Referendum was constitutional).

So, unless you imagine a gigantic crisis in the late Forties, I fail to see how De Gaulle could have had his way with the institutions.

Let's not forget also that, for all his faults and weaknesses, the Fourth Republic managed to reconstruct the country, to launch the French nuclear programme, to contribute to the early European communities.
