The League of Nations allows for further occupation of certain Russian lands, in which the allies were currently holding, in order to allow the regrouping of the white army. Even though the Russian people are tired of war, The Allies continue to hold their positions to support the white army. The ability for Communism to spread like wildfire is recognized, and so in a plea to the League of Nations, the allies continue these actions.
The Red Army, not forming the USSR until after 1921, would still have the same borders up until 1920.

March 1921-
The Bolshevik government adopted the NEP in the course of the 10th Congress of the All-Russian Communist Party
Lenin becoming eager of the Allies leaving Russia begins trying to sway the 10th Congress away from trying to attack the occupying allies head on. The Congress overall disagrees with Lenin. Lenin preferred to allow the economy to rebuild itself before jumping directly into another war, however the Congress still continues to send warnings about Allied occupation in Russia.
April 1921-
The League of Nations, sticking to their original reason of re-establishing the eastern front, not only continue to occupy Russian lands, but aid in the establishment of the states of Finland, Estonia, Latvia, Lithuania, Poland, Ukraine, Georgia, Azerbaijan, Armenia, and the Unorganized Siberian Territories.
May 1921-
With Summer around the corner, the Japanese are able to fully establish supply lines to allied occupied territories in Siberia,
Allied Troops gain permission from the Republic of China to cross over lands in northern China (Later called Mongolia)
The Allies begin funding Chinese groups to start rebellions in the Tuvan People's Republic, to denounce the Bolshevik Occupation of January 1920.
The British, French, Japanese, Chinese, and even Italians all openly declare the Tuvan People's Republic a part of the Republic of China, and refuse to recognize the Tuvans.
June 1921- Tensions are high in Kyzyl, the Capital of the Tuvan People's Republic, As allied troops begin developing forts and strongholds within a mile of Red Army strongholds.
Red Army Troops gather along the North of the Yenisei River, While Allied troops, mostly Japanese, British, Chinese, and some French set up military checkpoints towards the south of the River.
Chiang Kai Shek begins communist crackdowns across major cities such as Shanghai and the northern regions of the country (Mongolia). Out of fear of revolts occuring in the Republic of China, Shek's efforts are aided by both the British and Japanese.
Shek is caught between a rock and a hard place, on one hand he may have a communist revolt that could severely destroy the country, or so he thinks, or he can allow multi-national corporations and capitalist empires exploit the many trade port cities and resources of China.
