When the 22nd Amendment was passed, it was done so in an era when the Republicans feared that for the remainder of the 20th century, the White House would be dominated by multi-term Democratic Presidents (and perhaps New Deal Democrats, no less). Keeping in mind that the Democrats and their New Deal coalition gave them control of Congress for decades after, this fear could perhaps seem more reasonable.
In reality, though, nothing close to this came to pass. Truman's approval ratings tanked over Korea, Communism, and Corruption, and he dropped out of running in 52 because he couldn't win. Kennedy, who would have won a second term, was shot. Johnson, who would have likely won a second term as well if not for Vietnam, saw his popularity tank over Vietnam, and he dropped out of the running. Carter was the sacrificial lamb of the bad economy, and he lost in a landslide. And it took till Clinton for a Democrat to win a second term. Meanwhile, Ike won two terms in a landslide. Nixon won two terms, with the second being an unprecedented landslide. And succeeding Nixon till 76 was Ford. And after Carter, Reagan won two terms in landslides. So the people who could have won more than two terms, until Clinton, were all Republicans.
