Challenge: UK Canadian union/confederation

The challenge is to get at least a Free Trade and Customs Union between Canada and Britain, but extra credit if they become as close as Scotland and Wales are now.

Have Joe Chamberlain's proposal for Imperial Preference in tariff policy enacted in the early 20th Century, with Canada going along with it but the other Dominions being more reluctant.
 
Problem is, Canada actually has the least to gain from customs union with Britain, since it basically needs to maintain good trading relations with America.

Also, "as close as Scotland and Wales" is "an integral part of the state". That's less "confederation/union", more "annexation".

Had I meant annexation I would have chosen England and Cornwall. I meant an equal partnership of some kind, not necessarily sharing the same laws. If you don't want to join Canada and the UK, that is fine. While this is only a challenge in the puzzle sense it seems to have challenged your sense of honour. I'm sorry if I have offended. Remember that the thread is optional.
