Challenge: Tonga as a great power

The Kingdom of Tonga is the only polynesian country not to have been formally colonised by the western powers, and the only one to retain sovereignty. During the 12th century, Tonga experienced an expansion that led it to be known as the power of the pacific.
The challenge is to have Tonga as a leading world power with a POD of no earlier than 1250 AD.

Tonga's pretty tiny. OTL it maintained some sort of hegemony over the local islands, but according to Wiki, it's not obvious that it was more than titular. Then they had a civil war and the Europeans came.

I suppose that they could sent settlements to northern Australia... but a major world power requires population and they just don't have the support for that. Moreover, how do you maintain control over such a wide flung empire? Especially when your subject peoples outnumber the ruling people by a huge margin...

I really don't see it possible short of WWIII.
