Challenge:The Porte at the Congress

With a POD no earlier then 1795, have the Ottoman Empire represented as one of the "big powers" at the Congress of Vienna, or a similar "congress". The said congress should still involve a Napoleonic defeat(thus, he cannot be butterflied away), and adopt the balance of power as its main element. Austria, Prussia, Russia and Britain must also be represented as "big powers", although France need not be.

The OE must take part in the conference as a relative equal, and any peace terms should reflect that. Prefferably, the OE has its borders recognized and respected, as did other nations, as part of the terms-unlike OTL, when it was unclear where the Ottomans stood in regards to the BoP in Europe, and the status of the Christian lands they ruled over.

How could such a scenario be plausible? What effects would it have on the Ottomans and Europe in general?
 
Napoleon Bonaparte isn't going to be butterflied, he is going to end up one of the Sultan's chief advisers. His "New Model Army" was the force that the Sultan used to crush the Janissaries in 1803 and overthrow the Mamelukes in Egypt in 1808, a campaign that Napoleon is largely credited with leading. When Bernadotte launched his ill-fated invasion of Russia in 1812, the Sultan began to reach out to the other Great Powers, and the "New Model Army" was involved in lesser known battles against pieces of Bernadotte's shattered anti-Russian army. At the the Congress of Vienna the Porte's activities secured it a place at the table.

Napoleon, following the end of Bernadotte's rule and the Restoration of the Bourbons, returned to France. His successes as an adviser to the Ottomans left him as one of the few Frenchmen who could be considered something of a war hero by both Bernadottists and Royalists. His success in fighting among the Muslims led him to be appointed the General-in-Chief of the French invasion of Algiers. When rumors of impending revolution reached his ears he brought much of his army back to France, and his Algerian Army is largely credited with helping to maintain order in the country while Louis-Philip was raised to the Kingship. His died shortly thereafter, asking his Army to support the new King. His grandson (son of Eugene) was instrumental in overthrowing Louis-Philip, and was largely seen as his father and grandfather's political successor. His rule as "Consul-President" lasted until his death in 1872.

Nice, if rather implausible, but it doesn't really follow my terms.;)

Napleon was supposed to lead the French state, as specified in the first post, though not not neccesarily as Emperor(given his megolamania, unlikely). Furthermore, the Ottomans were supposed to enter a coalition against France.

This is the Ottoman Empire being engaged against the French. Bernadotte came out on top in this TL, and it is Bernadotte's army that the New Model Army engages against.

I do have a Napoleonic defeat- its obvious that since he went to the Ottoman Empire he suffered a political defeat in France and decided to find glory somewhere else. You didn't specify that the Napoleonic Wars had to still happen.

Napoleon attacks the Ottoman Empire instead of Russia, but is still ultimately defeated with the Russians declaring war ultimately against Napoleon, looking to benefit from his Balkan adventurism in any future peace conference.
 
It would be useful to have the Ottomans ally with Napoleon before becoming his enemies. This way he could help them hold out better against Russia, which would make it harder for the Great Powers to ignore them as they'd prefer.
