Challenge: Szekler Enclave

Your challenge, should you accept it, is to form a Szekler enclave that is at least nominally part of Hungary, yet remains entirely surrounded by Romania. Autonomy granted by Romania is not acceptable. Hungary and/or Romania being part of larger states or supranational entities is acceptable, as long as they not part of the same state or entity. Your POD should be no earlier than 1906.
 
Post WWI: The Allies allow Romania to take northern Transylvania, but insist on the Hungarians keeping the south: Romania protests vociferously, but they are kindly reminded by London and Paris that it is only by the Entente's good graces they are getting anything at all. Lots of hostility between the two countries, I seriously doubt Hitler could get them both to be nominal allies for the Eastern Front. Germany would have to choose one, and it is a hard call: the breadbasket of Hungary or the oil from Romania? Of course, if Hitler opts for Hungary, he can get the oil anyway by invading.

Post WWII: Stalin decides to further punish the capitalist lackeys now under his dominion, and also to make sure Romania can never break away from the Soviet Bloc. He establishes the Szekelar Soviet socialist state which survives the Cold War. Early '90s, expect a local conflict between Romania and Szekelia(?). EU imposes sanctions, etc, eventually Bucharest must accept that they (the Szekelars) are not ever going to come back. Recognized as sovereign state by EU, the States, and UN by 1996.
