Challenge: Synarchist Muscovy by 1900

If we decide that it means the same as in Gurps AE TL Shikaku-mon, it's the opposite of anarchy - instead of people fighting each other, they don't fight wars anymore, don't commit crimes or corruption, don't start intrigues, don't waste energy for useless things - they just work together for the greater good. (That can be interpreted in many ways, but I think of the usual stuff - production, science, technology, happiness.)

The only think that I can think of that seems synarchist would be the world of Equilibrium.

I really dont know how that could happen in Muscovy?

It doesn't have to mean that. It could be an old-fashioned spelling of sin-archy. The syn- prefix means same or together. So, synarchy would presumably be a system of government based on similarity or togetherness. Be imaginative.
