MMMMmmm. There were a lot of structural factors driving WW2, most of which are amazingly hard to change, especially at such short notice. The answer then is to change the decisions of the handful of key personnel who manipulated the circumstances and caused the fighting. So killing the top Nazis isn't going to do it alone, they'd have to be discredited in the eyes of the German people and then eliminated.

So how do you give the German people enough satisfaction that they don't need to go to war to achieve political recognition and status as the world's 2nd most powerful state, as well as giving the Nazi govt a serious political setback and them eliminating them personally soon after??????

As for Japan, a serious pre 1939 setback to the Nazis would effect their slide to war. There would be no Axis, no occupation of Vichy French Indochina (which I think was an important factor in the oil embargo). But they too would need some political changes.

As for the allies, they too would need some political changes and different decisions to avert WW2.

A collective security arrangement beteween France, Britain, and the USSR. But there might still be a war...just a much, much shorter one.
 
A big part of the trouble is that in 1937, in china, the war was already on. So you have to actually stop the sino-japanese war before it spirals out of control.
 
France terminates their treaty with Britain due to some kind of scandal, maybe the development of wire recorders and a convenient bug. When the Germans march into the Rhineland, France overruns the nonexistant German army, shoots all the Nazis, and puts the surviving socialists in charge.

While this is the easiest way, its not quite within the frame of the OP.

Also, if you wanna prevent the Germans kicking off again, how about getting the German socialists to overthrow the Nazis? Even if they are seen as French puppets, its better than the French themselves offing the German leadership
 
Britain and France come to the collective dission that Hitler is better than Stalin. As such Poland gets split between the Germany and the USSR. Hitler is made champion of the German people. For the next 5 years the Nazis wipe out the Jews under their control and all Aryan poles under their control are put in German families. The Poles are completely suppressed and Hitler focuses on upgrading the Army and Air force. The USSR grows even faster than Germany and an increasingly worried Hitler moves troops to the border. In what will be known as The Ideological War, the Left vs the Right, Hitler and Stalin pound each other. As Stalin begins to push the Germans back France, Britain and America begin to supply the Germans and keep the war going longer. Both sides slowly destroy themselves as the Left in Germany and the Right in Russia start to ruin the internal workings of the two states.

There you go, no world war.
