Challenge: Stop the rise in crime!

There was a rapid rise in the crime rate in several countries between 1960 and 1990 as shown by the graph below from http://www.parliament.uk/commons/lib/research/rp99/rp99-111.pdf

Can anyone suggest how this might have been avoided?

I suspect that not all of you clicked the link to see the second graph, so I am going to display it below. I suspect that I could find other graphs. However, nobody commented on why all crime in England and violent crime in Canada produced graphs that rise fivefold to a peak in 1992. Clearly buglary will be reported more often as more households are insured but it is less obvious why violent crime figures should increase.

One explanation of the peak is the appearence of the internet when the members of AH started posting instead of their normal criminal activity.
