You got it. With a POD after, oh, say, 600 AD, turn the Sami People (aka Laplanders) into a Great Power with major influence on the world stage.

Consolation prize if you manage to turn them into a significant regional power.

The polity must be recognizably Sami, in language and culture, but of course they don't all have to be reindeer herders.

I get a migraine just trying to think of a POD for that one.

They did have a timeline where an asteroid wipes out Western Civilization in the 1400s and the Native Americans, Subsaharan African and Sami cultures end up ruling the world.
 
Don't think it's possible at all, especially with a post-600 POD. For it to be even remotely conceivable you'd need to go way back in pre-history and have the ancestors of the Sami migrate somewhere else, but then of course they wouldn't have anything resembling OTL Sami culture.

Maybe if a plague destroys 99% of the human race, but somehow they have a special gene that makes them immune, leading to yet another bottle neck for humanity.
 
It seems a bit implausible... what if they instead of the 'Russ' migrate Moscow way and form the nucleus of a different Russian state.

Well, if "Sami" and "Suomi" are the same word, then it's a tiny touch easier.

I believe that recent DNA evidence suggests that the Rurikid line of Tsars was actually of Estonia (~Finnish, ~Sami-ish) decent.

So, if they actually kept a cultural connection.... and then expanded...
