Challenge: Rojigualda over the Rock

Maybe have Spain invade Gibraltar during the Malvinas War as a sign of opposition to "British Imperialism?" The Brits were quite preoccupied at that point, and the double front might actually lead to a victory for the Hispanic Alliance and a Spanish Gibraltar as well as Argentine Malvinas.

IMO, this would work better with the Falange still in control in Spain, as I see them as much more likely to work with the right-wing junta in Argentina than the democratic government.
 
Spanish diplomacy does not concentrate on sovereignty but on:

* The EEC / EU should acknowledge that Utrecht treaty does not allow Gibraltar to have territorial waters,
* The airport was built in neutral zone and that should be dismantled,
* More effective control on smuggling,

That way Gibraltar is economically not viable and it would be abandoned by the UK, Utrecht leaves as only solution to hand it back to Spain.
