Perhaps the best way to do this is have Tricky Dick win in 1960. Clinton never meets JFK or in this case Nixon and is not influenced to go into politics, instead he tries to make a living playing the saxophone but comes to realization that its not as easy as he hoped. Clinton instead goes to school for something like Communications at Arkansas University (maybe on a band scholarship) and is just an average joe living in Little Rock.
Hilary on the other hand was a Republican before she met Bill, she never meets him and eventually joins the Young Republicans in college getting her law degree. Afterwards she moves to Springfield as a young up and coming lawyer, marries some local and has a couple of rugrats with him. By the Reagan years she becomes motivated to get involved in politics at first by being elected to the Illinois Senate and later to the US House of Representatives. In 1996 when Paul Simon retires she is nominated to succeed him by the Republicans and beats her Democratic challenger Dick Durbin.
In 2000 President Joe Biden wins re-election (without Clinton running in 1992, the Democrats nominate Paul Tsongas who loses a heartbreaker to George H.W. Bush, Senator Biden defeats Dan Quayle easily in 1996) against Senator Robert Dole. In 2004 Vice President Bob Graham wins the election in the election against Senator John McCain (George W. Bush has details of his party life released which damages his reputation in the primaries) to give the Democrats another term in the White House.
The year 2008 the economy is struggling, barely limping along as Bob Graham has a slim lead over challenger Hilary Rodham-something when an October attack on the World Trade Center in New York kills 150 tourists plus another 300 workers in a replay of the 1993 WTC bombings. The economy sinks, Americans are angry at Graham for not doing anything to prevent the attacks and Hilary surges ahead in the polls winning the election. Except for the Democratic Solid South, and half of New England Hilary wins the rest of the states and the Presidency.
