Challenge: Peaceful Iraq-Kuwait Union

Here's a challenge, how can we achieve a peaceful union between Iraq and Kuwait, with a POD after the former's transition to Ba'athism?

Note: peaceful means that no Iraqi may fire in anger at a Kuwaiti, or vice versa, but any level of internal strife in either nation is allowed.
 
Perhaps the Iraqis back a coup in Kuwait that puts a pro-Irag gov't in place, who clamps down on disorder, and then unites with Iraq.

Iraq marches its troops into Kuwait and is unchallenged by the West. Then forces a sham referendum down the Kuwaitis' throats. That's the Austrian Option. It's also known as Anschluss.

Hmm... I suppose that follows the rules, if not the spirit, of the challenge. However, I think some further explanation is needed as to why the West wouldn't oppose such an invasion, Kuwait produces quite a bit of oil and is quite geopolitically important afterall.

What I basically want to know is if there were/are any Ba'athist/Arab Unionist forces active in Kuwait during this period, and how successful they could have been, with or without Iraqi support.
