Lincoln would have a different impact only if he authorizes crackdowns on a grand scale starting in 1866.
 
Which he may have been very willing to do if the situation called for it, judging by him suspending habeus corpus during the war. Also, preventing the various confederates from voting would've solved a lot.

A bit of an exaggeration. Things started turning around with the Truman and Eisenhower administrations. FAR from perfect but headed in the right direction. Unfortunately these things take time.
 
Why? What if the military never left the South? Staying there until the confederates were dead.


What military power?

By 1876 the US Army numbered only 27,000, most of whom (including all the cavalry) were needed out west. Only 3,000 were in the South. So unless you can persuade northern taxpayers to cough up for a big army in peacetime - - -.
