An interesting hypthesis.Many years ago I wrote my history degree dissertation on the Morroccan Crisis concentratingon the effects on British Foreign Policy and the subsequentAnglo French Staff talks.
The crisis itself did generate a serious war scare which could have resulted in war between the Germans and the Anglo/French. In itself this would not have caused a conflict on the scale of WW1 In September 1911 war broke out between Italyand theOttoman Turksover Libya.A year later(October1911) the first Balkan War broke out which could potentially have pulled in Russia.Assuming one orboth conflicts still happenedand the war over Morrocco still continued there wouldbe a level of combat similar to that of WW1,Inthe first months howeverGermany could have concentrated many more resources against France and wouldhave fewer concerns against Russia.
