Challenge: Make the Premier League more challenging

Here's one for the football fans: make the Premier League a tougher league. No top four; rather as many strong teams as possible.

Would the success/failure of the England National Squad have any bearing on this? Or would it be SKY's multi-millions?

Bonus points if it benefits the national team.
 
Hmm. By the time the Premier League rolls around it's possibly too late, what with the gap between the top and second division becoming too large.

Averting Manchester United's dominance is pretty much a requisite though.

Perhaps something causes a transfer fee and a wage cap. Without this the big clubs were always going to pull away from the rest who just cannot compete financially and thus could not afford nor draw in the top players.

Alternatively, the introduction of rules that disallow the fielding of less than 7 domestic players in the league could help even out the league, but only so much. However that could possibly help the English national team, what with there being more incentive to nurture domestic talent and all.

A salary cap would be the obvious solution although I think it would need to come in at a European level to prevent PL clubs losing out in Europe. This should stop the Chelsea's and Man City's being able to build squads on a cost no object basis.

In terms of the national side I think that needs a more radical change in the culture of English football, less emphasis on height and power and a more Dutch style coaching system that develops technique and skill. Keeping a restriction on the numbers of non British players may also help.

I would argue that there isn't a top four at the moment.

Man Utd, Arsenal, Liverpool & Chelsea are the "classic" or "historical" top four.

Liverpool and Arsenal have been pushed down the table by the emerging Spurs and Man City. Man Utd are good, don't get me wrong, but are hardly dominating at the moment. Everton also regularly nibble at the top group.

To make any significant changes, you'll need a change to the TV rights, allowing other teams to take home more money - something that will be difficult to do considering the reasons the Premier League was founded in the first place.
