Starting with POD of 1800 have the world shared by 100 nations or less by the year 2000. Bonus if you make it 50 or less.
 
Well, at the time of WW1 there were precisely 28 independent states in existence IIRC. If you can find a way of making WW1 end in stalemate, and constrain the US ambitions of breaking up the European monarchies and ending colonialism, it pretty much solves itself. That said, doing those two things isn't an easy ask.
 
Well have WW1 be won completely by Germany so they annex Luxemburg. A-H starts to break apart so Germany annex the Germans and makes the rest of the Balkans either Ottoman controlled or a Greater Hungary. The Baltic states, Ukraine, Finland and Poland became puppets of Germany. Liechtenstein also gets grabbed.
Italy keeps the Papal states as part of Italy.

In the middle East the ottomans take more land stretching from the Balkans to North Africa to Yemen.

The USA makes Cuba and the Philippines states. The Dutch keep a hold of the DEI or are forced to give it to Germany.

China keeps Mongolia and pushes south. Japan Takes Taiwan and Korea.

The British empire could unify including UK, Canada, Australia and New Zealand with the African and Indians released as puppet states later. South Africa could be bigger.

Extra- Brazil manages to reform and annexes Uruguay while Argentina gets Chile.

One might argue that by allying Germany and Russia against A-H in an European war and otherwise skipping a Great War you could achieve even better results, by avoiding the Russian Empire breaking up and thus the creation of these German puppets/clients that would still probably be considered separate nations by dint of not being directly parts of the Reich.

Germany and Russia divvy up central-eastern Europe, Hungary and a South Slav Kingdom dominate the Balkans. The Ottomans, by allying with Germany, maintain a strong position. This could also be consistent with the rest of your scenario, as no WWI probably postpones decolonization, which could be replaced by various forms of federalization across the board in the British and French empires.
