Challenge: Japanese Border

It's actually a bit more specific than that. The challenge is to end up with, in 2000, a land border separating (a) Japan(ese state) from (a) Korea(n state). POD limited to twentieth century.
 
Have Japan gain slightly more territory into their Korean possessions so it includes the Liaodong peninsula and when Korea goes independent, have Japan keep a naval base at Lushun, basically an Asian version of Guantanamo Bay.
 
With a double POD of a Japanese "lucky guess" of a deep oil deposit at Sachalin, combined with successful Japanese industrial espionage against USA to get at deep drilling techniques (at that moment only available in USA), the Pacific war may be averted or lessened and Japan gets to keep continental territories. Improbable, though.

To those knowledgeable about oil drilling out there: is the same technology needed for deep prospecting and commercial drilling, or is it possible, in the technological context of the late 1930s, to imagine a lucky fund with a thin prospecting drill without the technological ability to get at industrial amounts of that oil?
