Challenge: Ireland says no to independence referendum

Let's say that the Scottish referendum was, instead, done in united Ireland that is still under the British rule, and it also ends by refusing to separate from the UK. What are the scenarios that could lead to this point?
 
A united Ireland under British rule in 2014 requires such massive pre-1900 PODs that the issue of a referendum is a bit moot - by the time 2014 rolls around, you have an unrecognisable situation.
 
World War 1 never happens. Great Britain is federal with the home rule for Scotland and Ireland in 1914 and later for Wales, Mercia, Wessex, Greater London etc..

Assuming a referendum for Irish independence still occurred after this, I don't think they would reject it with this POD alone, the cultural and religious divide is just too strong. I think you'd have to go back and keep England Catholic or have the Irish population even more displaced by greater British colonisation. In those situations they could well decide to stay in a referendum.

After all, even with a POD that far back, its not unlikely there'd be a referendum, although for it to have any more resemblance to the Scottish one than both being a vote is.
