Challenge: International Terrorism and War on Terror in Mid 20th Century

I'll give a big run of time here: say 1930's to 1960's to work within.

Your challenge, should you choose to accept it, is to take the situation of International Terrorist groups and the War on Terrorism (or just International Terrorism or a War on Terrorism) and have it occur sometime in said time period.
 
Simple: Implement the Morgenthau Plan in its full horror, reducing Germany to a backwardish pastoral state and causing millions of Germans to die of starvation. In addition, a greater Soviet influence in Germany, bigger reparations, etc. Finally, more rapes, or specifically, more rapes by the Wallies in both Germany and other Eastern European nations. Basically anything that will make the German population hate the Allies to the point where they rally around, say, old SS/Wehrmacht leaders (who in this POD the Allies were not as successful in tracking down), and they start organizing Neo-Nazi terror groups and the like.

If we're going to whistle up a non-state supported, global terrorist campaign, several things need to be in place:


  • easy movement of people and information

  • relative anonymity (security forces don't know or can't quickly establish who blew up the Tube on 7/7)

  • complacent security forces that don't cooperate/coordinate across jurisdictions,

  • an ideology emphasizing struggle against an oppressor

  • no real center of gravity (distributed cells) so security forces can't wrap up the whole gang.

  • a training cadre recruiting and training agents for various roles
  • extensive intelligence network identifying, analyzing, and selecting targets, planning campaigns, keeping tabs on what counter-moves opponents have in mind, motion, or the back burner.

  • Ability to independently raise and use funds internationally.
All of these are difficult but hardly impossible to set up in 1935-1950.
The big issue is what grudge motivates the group?
Whose agenda do they wind up serving?
Do they play with others, go it alone, or do whatever suits them at the time?
What's the selling point for recruits and cadre? Ideology, adventure, $$, and/or a charismatic leader?
 
@ Ancien Regime- I like the German diaspora idea as the recruit pool for Werewolf or whatever they called it, thanks to Morgenthau Plan. However, wouldn't the vast majority of Germans want nothing to do with such dead-end loons?
Also, keep in mind, Germans would be watched very closely in this scenario.
You need to be somebody either so obscure or ubiquitous nobody would suspect them being up to no good due to ignorance, cultural arrogance (every immigrant wants to be 100% flag-waving Brit/Argentinian/American!), and/or apathy by the mainstream culture.

As to who'd be conducting their campaign of terror in this time period,
I select the League of Untouchables (Dalits in Hindi). They were everywhere in the British Empire, had lots of grievances with both British and Indian society and often couldn't catch a break.
They'd find sympathy with oppressed peoples around the globe and engage in vigilante justice against truly egregious offenders. YMMV as to their methods and criteria for who gets whacked. Also, the folks they're trying to "help" may not want it.
I could channel Keith Laumer, Len Deighton, or a number of other spy novelists about misguided liberation movements if you like.
