Challenge: How do we get this green country?

In the book "The Nine Nation of North America," Joel Garreau posits that North America has nine cultural regions that operate like different nations. He borrows the term "Ecotopia," from the Science Fiction book of the same name, for a West Coast region from Alaska to Northern California. This concept has intrigued me for years.

I have expanded the idea of Ecoptopia to include both pennisulas at either end, even though Garreau thinks they are culturally different regions. (I don't care, I like it better.)

So, my challenge is how could an independent nation that speaks English, but is multicultural with a green ethic, exist now with a POD before 1900? Of course the name wouldn't be Ecotopia since that name arose in OTL in fiction. So we also need to come up with a name for this country.

Native Resistance succeed in this area, however cultural assimilation overwhelms them in a few generations and instead of being called Ecotopia the place is called Haida Gwaii ("land of the Haida") because the Leader was a Haida native and to honour how he brought them all together they've named the entire nation after that one guy and his tremendous leadership.
 
Right, it's not quite Garreau's Ecotopia. But then his Ecotopia is not the same area as the SF book Ecotopia's Ecotopia.

I'm positing a country with the borders I outlined that will not be called Ecotopia, but I admit it was Garreau's idea that started my thinking.

My country's borders are more geographically based then culturally.
 
After thinking about it, let's not limit the language to English. It could also be French, Spanish, Russian, Japanese, Chinese or even some Native language.

Yeah, you know, it's not like I chose that language because I've known people who were Haida or anything.:rolleyes::p

The first US settlers that make it across the land route to California are part of some Second Great Awakening proto-Transcendentalist sect and there's never a gold rush?
 
An indian state in California, Oregon, Washington, and British Columbia goes on a conquering spree?
