Challenge: Greater Protestant Reformation in the HRE

The challenge is this: have the Protestant Reformation enjoy a larger success in the Holy Roman Empire, so that 2/3 to 3/4 or more of the German-speaking regions consider themselves Protestant to this day, including at least 1/3 of Baden, Alsace-Lorraine, Württemberg, Bavaria, Austrian lands (including German Bohemia and Moravia), Rhineland, Hesse, etc.

Bonus Challenge: Get Luther to support Free Will over Predestination, so that Free Will becomes the early and continual dominant philosophy in Protestantism.

Wurttemberg and Hesse are pretty protestant already, but whatever.

You pretty much need to tone down the Habsburg support for the Counter-Reformation, which terminated protestantism in Austria, Bohemia and the Rhineland. I see three options:

1 - Ferdinand II isn't elected Emperor, just make Matthias have a son, he married in 1608 and died in 1619, so the boy is 10-11 and under a regency. With no real Imperial Authority, protestantism runs rampant... though Ferdinand can assume the regency and we're back to square one.

2 - John, son of Isabella and Ferdinand, survives. Would a HRE-centric Charles V being a paragon of catholicism without the spanish influence?

3 - The protestants win decisivily in the Thirty Years War.

Have Ferdinand II choke on something as a kid, so that he never becomes Emperor. Better still, get Matthias and Anna to have better luck with their children.

This pretty much was the case around 1550 or so. The Counter-Reformation was successful in reconverting much of southern and western Germany. So, the challenge is to have that not happen.
