Challenge: Chinese Mandates

With a POD relating to WW1 (though the war itself can be moved up to as far as 1900), have China split into several League of Nations Mandates at the conclusion of the conflict. These mandates should reflect regional, ethnic, and/or political variance (political considerations only taken into account in the more developed, Class A Mandates) and not just the desire of the victors for territory.
Bonus: excluding Manchuria, Inner Mongolia and the far west (or to put it another way, including only Han-dominated China) create at least four Chinese nations by the 1930s. (extra bonus to create as many nations as you can possibly think of.)
 
Both Manchuria and Inner Mongolia were Han-dominated. They may have names of other minorities, but they are still Han-dominated.

Only the far west of China isn't Han-dominated.
