In the aftermath of the Fritzl case (the evil perverted Austrian who fathered several children with his own daughter, who he held captive in the cellar), a prominent Austrian politician became concerned that Austria would become known as "the land of dungeons" due to that and another case (a man held a runaway girl in his house for several years and killed himself when she escaped).

So how could we make it so Austria has this foul reputation and what's the earliest POD for it?

1945. After the horrible rumours about Allied bombing campaigns against Germany, many Austrians secretly start to build bunkers and tunnels under their homes. Some tunnels run into others and neighbours spread the knowledge about them. Eventually most Austrian homes have a bunker or two under it, also tunnels to other tunnels/bunkers.
Despite he hoaxlike nature of the scare, they keep building tunnels and unfortunately some people use them for sinister purposes which gives Austrians a foul reputation.
