Challenge: American Intervention in Haitian Revolution

How do we get America in a position to put down the slave revolts that wracked Haiti during the French Revolution. I was thinking that at the out break of the War of the First Coalition the US declares neutrality but mindful of its alliance with France agrees to protect and supply France's West Indian colonies. Neutrality enables the US to trade with these islands. The US also garrisons the islands with troops.
 
It's hard to see how that would happen. I am not sure it would be popular even down South at that early stage not talking about the North.
 
New England would pitch a fit. Possibly even a seccession movement. To say nothing of US foreign policy having a vested interest in France's welfare as they're keeping the British Empire otherwise occupied.
 
I'm thinking the South would support such moves and New England would like gaining access to the French West Indies(the US would clearly have the right to provision its own troops;)). I think what we need is a similar attempted slave rebellion in the South perhaps erroneously linked to the Caribbean uprisings.

There was a real fear at the time that the Haitian Revolution would spread to the South. All we need to do is manipulate events to capitalize on that anxiety and I can easily see a few ships sent down that way.
 
I doubt the US could do anything about it in the end; the Haitians defeated France, Great Britain and Spain.
