The scenario would also require that the Armada have the ability to actually transport the Duke of Parma's army to England or that the Duke, after being put on short supplies and wages for more than a year while the Armada kept being delayed, have set up facilities to produce such naval transports...and the crews required.

Well, he did have some form of that prepared, but I don't know from memory how exhaustive (and the book I read this in I checked from the library, so I can't look it up).
 
I just looked it up: Parma was waiting with an army of 30,000 and suitable capacity of transporters in the Netherlands.
England had hardly any land-based units, except militias in the cities (so no professionals).
The Armada was to accompany the transporters across the Channel.
On August 7th, when the Armada was anchoring near Calais, Sidonia received word from Parma that he would need a couple more days to prepare, and probably this was a reasonable estimate.
However, his messengers thought that at least two more weeks were necessary.
This misinformation led to Sidonia's departure on course to the North Sea.
