Cash & Carry amendment to Neutrality Acts

If Britain had been forced out of the war in 1940, could Germany have made use of the 1939 Cash & Carry amenment to the Neutrality Act or, as there was no war in Europe, could Germany buy goods (Trucks, POL etc.) openly?

The Germans were not spending that much on weapons at this particular time, so there was no real need for them to by “truck, etc”, what they needed was money to finance their war, and strategic materials like oil, etc.

Yes, they could. In fact, there was nothing to stop them doing this in OTL, except for the fact that they couldn't get the ships through the blockade (and in fact, IIRC the RN had either captured or interned the ships that wern't trapped in Germany behind the blockade very soon after the start of hostilities)

It is quiite likely that 'if britain was forced out of the war in 1940' then one of the conditions could be the supply of raw materials to Germany.
 
There were certain restrictions on export of war materials to Nazi Germany in place before the war including Helium which resulted in the Hindenberg being filled with hydrogen and disaster so there would have been restrictions on what Germany could have bought not to mention the possibility of longshoremen refusing to load goods for Nazi Germany
