What would be the capital of a united Hispanophone Caribbean?

I currently have a scenario in the works where, following the Spanish-American War, the United States aims to create a union of all Spanish-speaking Caribbean territories (those being Cuba, the Dominican Republic, and Puerto Rico) under US protection. What would be the hypothetical capital of such a union? I believe the capital is largely determined by where the architects of the nation wish the center of power to be. If the U.S. reached some sort of deal with the Dominican Republic to form the union, I believe the capital would be in Santo Domingo to place the center of power with the Dominican Republic. If America wants to keep a tighter hold on its new protectorate, I believe the capital would be in Havana, placing the center of power very close to the U.S. heartland. Or, perhaps, would a multiple-capital situation arise to evenly distribute the power? Discuss.
 
I vote for La Habana because is the capital and Biggest city of the Biggest component of the New formed Union, and the Whitest one, Other Cities inside Cuba are also an Option, Santiago de Cuba as example, But i Pretty much Doubt the USA change the traditional seat of power of these Countries.

That being Said I Don´t know how they would incorporate the Dominican Republic to Say Unions, as the Country was independent from Spain at least since 1823, or if you want to count their second war of independence Since 1861, Cuba and Puerto Rico were Liberated in the 1898 War, But Dominican Republica was free and independent, so the only way they could incorporate is given them the recently free territories in exchange of said protectorate(as you said) or outright conquest of Dominican Republic, the most likely course of action of the USA in the Caribbean, and if they are in there they could also annex Haiti, to said union
