Cape Colony, a timeline (in the planning stage)

His majesty finds himself of late facing four separate problems in the governing of his empire. First is the recent acquisition of the formerly French colonies of Canada and Louisiana. Here he finds an extremely rebellious and extremely catholic population that may threaten the future stability of English rule in the Americas. Second is the ever increasing number of freed slaves. Third, the ever rising tide of criminals in the mother country. With transportation to the Americas now closed off by that country’s parliament, the mother country finds itself with few places to send them. Fourth he finds the recent acquisition of the formerly Dutch Cape colony to be underpopulated. Thus he has decided to combine these four problems into a single large problem, and as the first governor of the Cape Colony, I find myself in the unenviable position of being responsible for this problem.

So there's the idea. I need help devoloping it though. First and foremost I need a decent POD.
 
The POD will have to be well before the Revolution and yet not change the fact that the Crown somehow gets the Cape soon afterwards. Maybe a slightly different electoral result in Westminster after the end of the Seven Year's War?

Or a slightly different Seven Years War, where France might still be defeated, but retained say a foothold in NA - maybe New Orleans - something enough to frighten the 13 colonies into loyalty. Then the pressure of rebuilding the military in Europe and N America destabalises France earlier. leading to a similar OTL revolt - similar in that further wars start after the formation of an unstable yet evangalising or expansionist regime.
