Canadian Samoa, eh?

Suppose, that during World War I, instead of New Zealand, it was Canada that took Upolu and Savai'i (today just called "Samoa", previously "Western Samoa") from the Germans? How would things change? Would they have become independant sooner or later? Would things like "eh?" and Canadian Tire have spread to those islands?

Perhaps if Britain had allowed a Royal Canadian Navy early in the 20th Century as OTL but no local navies for Australia or New Zealand for some reason?
