Canada's population reaches 100 million mark

Before 1900 would be way easier. Perhaps a different outcome to the Oregon territorial dispute could land Canada the entirety of Cascadia – that is, everything north of the 42nd parallel and west of Idaho.

Demographically speaking, the tendency for a developed country like Canada is for lower birth rates over time. Realistically speaking, either an earlier mass influx of immigrants or having things go terribly wrong for America in the Cold War would probably do it.
