Can the Balkans actually gone-super?

Yes.

Can any nations on the Balkans turn into a superpower BEFORE 1850?

This "Kind of Superpower" nations are nations-on the same class as France,Italy,Spain,at that time..
And if there's one, what nation is it,and how many colonies that they can get?

Do the Byzantines count?

If the Ottomans don't, they shouldn't.

And when did Hungary count as Balkan?

That aside: No. None are even close, with any POD that doesn't alter them past any possible recognition (not really feasible post-1453).

Too small, too poor.

Only way I see it is with a dismantled Austria after the Napoleonic Wars, dismantled Ottoman possessions as early as that, and then have all the south Slavs + Albania coalesce into a Yugoslavia on steroids. No idea how to do that though, probably impossible without a POD in the Middle Ages, then again that would most likely butterfly the entire history of Eastern Europe as we know it.

How were France, Italy or Spain superpowers during the 19th century? Hell, even Britain's status is actually disputed and they were an actual juggernaught during the period.

I can't really see anyone other than the Ottomans or the Byzantines.

Bulgaria maybe with a POD in the 700s, but I ain't so sure on that one.

Bulgaria may just be the only one (and even then, probably the First Empire). Frankly, I don't think it is even possible for any Balkan power to be a Great Power post Byzantium, by that point they were either vassals or a part of Hungary (later Austria) or the Ottomans. A PoD would have to be probably even during, if not before the Crusades I'm afraid.

With the preconditions

1. After 1453
2. Before 1850.
3. Hungary not a Balkan country

I don't think you can beyond "important middle-sized nation."

Assuming an early collapse of the Ottoman Empire, can we create some sort of Orthodox-religion-based pan-Balkanism before ethnic nationalism kicks in, and some sort of UK of the Balkans or a Balkan Federation before the French Revolution, or am I just clutching at straws? (IIRC, Greeks Phanariotes and indigenous Romanian noblemen, for instance, were on the outs well before then...)

What about a Serbia that does not get conquered by the Ottomans? Another way would be to have the Ottoman Interregnum go even worse than it has IOTL long enough for the Ottomans to fall apart while either Wallachia, Bulgaria or even Serbia to become dominant.

Still far short of any possible "super power" status.
