Can Communist China have faster technological progress in a Nazi victory TL?

If the Nazi win and seize most of Conteinental Europe up to the Urals, while Mao wins the Chinese civil war as per OTL, how would rump USSR and PRC get along? The USSR would still be technologically more advanced, but being in a much weaker position, would it be much more dependent on China than the other way IOTL? Could we see a situation in which the USSR provides generous technology transfers to China in return for Chinese aid, allowing the PRC to technologically progress faster than IOTL?

Uh without the USSR overrunning Manchuria and handing it over to the PRC, along with all the equipment they captured, how do they win the Civil War? Because in a Nazi victory how the hell can they spare the troops and supplies to do that?

Assuming the RoC doesn't crush them, they are going to take a lot longer than OTL to win and be a lot more damaged by it, and probably have RoC holdouts control more than Taiwan and some flyspecks

USSR, if lost everything up to the Urals, is unlikely to be in a position to seriously support China at all, it probably needs support just to stay at OTL levels
