California Rangers

Is there any way that California at anytime after 1848/49 could've developed its own Ranger law enforcement outfit similar to the Texas Rangers ?

Hmmm, the Texas Rangers were developed out of the independent state's defence forces, so would this not require a longer spell as an independent republic ?

Why the heck would you want to? The Rangers were notorious screw ups, renowned for brutality and racism as well. They were known for fouling up a situation so badly the Nat'l Guard or local authorities frequently had to bail them out or clean up their mess. Very often they executed without trial anyone fitting the general description, or simply executed someone at the site of the crime to send a message.
 
I personally would rather hear about the Imperial Rangers.

Formed by Emperor Norton I during the unfortunate War Between the States and tolerated by Lincoln, they gained fame policing post-Gold Rush era California and even fought to free Mexico from the yoke of the False Emperor.
They are now seen as one of the premier state police agencies in the nation.
