Let's complete a dual track railway from Calcutta through Burma and Thailand across the causeway into Singapore, with competition by 1925. A POD is required to justify this expense over maritime transport - suggestions welcome.

Next will be Thailand. The Japanese managed to connect railways from Malaya through Thailand into Burma. https://en.wikipedia.org/wiki/Burma_Railway The British should be able to do the same using regular coolie labour.
However the diplomatic challenges will be more difficult. Somehow Britain needs to either seize or gain access (and be able to hold and defend) to the five western provinces of Thailand, including the city of Phuket.
