Byzantine Spain

The Byzantines in Spania was something of an interesting return of Roman rule to this far off province, made under the Justinian conquests it lasted until right about the Islamic Conquest of Iberia. Though unlikely I wonder what would be some possible grounds for the Byzantines to retain control or take control of all of Spania.

Despite taking a strip of the eastern coastline and intervening in a Visigothic Civil War the Romans were simply unable to extend their reach due to views of the whole affair as being a sideshow defensive war where the Sassanids were still a threat. If a Byzantine leader was to goo n the offensive it would have to be the result of an extremely lucky event of the two contenders for the Visigothic Throne dieing and the civil war becoming even more divided. Though, I think a more likely chance for the Byzantines to control the region would have to happen before and it would probably involve the Visigoths. If the Visigoths had only been able to lightly penetrate the region or if they had been UN able to dislodge the Vandals and the Suebi the Byzantines probably could have played them off each other and invaded during Justinian's time.
 
Improved relations with the Sassanids might have helped; perhaps if Justin had gone through with the planned adoption of Khosrau, making Justinian and Khosrau brothers by adoption...
