Bush Sr. 2nd Term National Security Team

In my TL that I'm working on, a prolonged Cold War causes foreign policy to be the top issue in 1992. This favors Bush over his opponents who view he as inexperienced. As a consequence, he narrowly prevails over Clinton.

Ah. That's plausible.

I do think he'd keep much of his cabinet the same.
 
Just one thing, how does Bush win? IOTL, he lost in a landslide by six points, and keeping Ross Perot out of the running won't give Bush victory. I can definitely see him winning a second term, but how did you do it?
With my collaborative TL, I had Perot stay in through the summer instead of getting out in July and getting back in for the debates (prior to Perot exiting the race, Clinton, IRC, was third in a three man race). I also had the rape allegations against Clinton come out earlier, giving Bush a very narrow win.

I think you also need to delay or shorten the 1990-91 recession to really give Bush a chance. That said, the USSR collapsing and Germany re-unifying caused economic shock-waves across the world - without Germany re-unifying Europe likely doesn't fall into recession and without the USSR collapsing Finland and Sweden don't experience their economic crises of the early '90s. That may be enough to help the US to have a faster recovery or a later fall into recession.

(As far as I know, the 90-91 recession was mostly caused by an overly restrictive policy from the Fed, so it is unlikely to avoid the recession completely.)

Interesting. I didn't know that Germany's re-unification was a cause of the recession.
